Who are the manufacturers that made those locks on panels ?

What panel are you asking about?? If it's a fire alarm panel, you're going to have to contact the manufacturer directly (ie. Edwards/GE, Siemens, Mircom) because to "change" the standard lock means you're going to have to provide spare keys for the Fire Department (or they'll have "kittens" when they can't access the control cabinet). Believe me, you don't want to see the result of their "efforts" when they *don't* have a key.
