Yes, I'm sure every one is aware that if you just ignore someone who's breaking the law, it's a lot easier just to turn away and not say anything, than it is to point it out to someone. Especially if it's someone who makes it his personal goal to entice end users to buy parts from him by deriding installers and lying about his experience in the alarm trade and by stealing information from people to enhance his appearence to end users.
However .....That being the case with Bass .....,then "I say" we should point out everything that this miscreant does that's wrong and is, or is boadering on illeagal. I can think of no better way of helping this guy out, then by answering his questions and also pointing out the dangers of him doing business with someone who lies, cheats and steals information from people and distributes proprietary programs to endusers. Then if the end user should want to purchase equipment or needs direct help, he can decide with ALL the information about the product and the person who's offering help, if he really wants to do business with someone guilty of this kind of conduct.

You haven't installed for years and you've lost touch with the new equipment and you're still trying to convince people that your and "expert". We know what kind of an expert you are. You obviously have access to the dealer programing. Since the problem occured after you were in the dealer programing mode, it seems only logical to think that you did something that you're not aware of while you were programing.
My suggestion would be to first power down the systems. Let it sit for a minute or so and then power it back up. First apply AC power and then apply the standby battery. Check the system and see if you are still experiencing the problems you are describing.
If so: I'm going to assume that you're programing the system via kepad. If you're doing the program through the keypad, it's more likely that you screwed something up than if you were using a computer with the propritary Napco program. If you have the Napco program then it should be easy to locate the problem and I would suspect that you wouldn't need anyones help.
I'm thinking that when you programed by hand, when you tried to change the "chime 2" programing, you may have entered some data in a normally non used area of the program. So in order to be sure that everything is where it should be I have bad news for you. You're going to have reset the system back to factory defalut and hand enter all the data again. If I recall, (but I could be wrong on this) not all versions of the 3200 could be reset to defalut or at least it wasn't in the manual. If there isn't any instruction in the manual, let me know what version chip you have and I'll let you know if there's a way to default it.
My bet is that there is nothing wrong with the panel, you just entered data in the wrong area or powerd the system down while it was in the program mode or something like that.
By the way, Mr Bass would like nothing better than to have you send back a working board to him, so he could charge you for the replacement. Watch out for this guy. He's got a terrible reputation in this Newsgroup and with his local BBB.
Oops! It's possible he jiminexed up the thing. In that case, all he needs is the free software and a PCI-MINI interface. It cxan be programmed by keypad but the procedure is non-intuitive and it is easy to mess up. It's much better with the software.
YEP. I lock every panel. But, I will unlock them if they want to leave AND they don't owe me any money.

I have paid enough lawyers to know that I do NOT know what is legal and what is not legal in these areas. I know I see all sorts of warnings posted like "not responsible for windshield dammage" or "Not responsible for injuries caused by" (fill in the blank). Well that is nice for a big company to put there to try and protect themselves, but in legal terms it means less than nothing. They are responsible for certain tort claims no matter what signage they put up to the contrary. I don't if what Napco posts about their software is used as a smoke screen, or if what they post is real policy. Pointing out the obvious is the fact that they do nothing about it when it is done right under their nose. Nevertheless, I am not the one doing it. I can't make any assumptions, approvals, disapprovals or take any other actions on Napco's behalf. I believe you believe what you saying about this being illegal (or shady) is true, but you don't have any legal credentials to back up that view, or do I. Napco is not a basket case or a charity case. They are a company that can define and protect their own interests. I say let them do it.

I don't need a "lawyer" to tell me that distributing copyrighted material without permission is just plain *wrong*. I also happen to know that Napco doesn't know what Robert's up to and that he more than likely provides the same "service" for other manufacturer's products he says he "represents". Only "time" will tell. Napco's closed for the holiday, but I intend to find out what they think about someone providing their software as a free download on Tuesday. As a matter of fact, I'll get the "scoop" from DSC, Paradox, Elk, Ademco and GE and post the answers from each one. I not only "believe I believe it", I'll come right out and say it. Bass is providing proprietory software for download on his website against the manufacturer's EULA and Copyright. I intend to report this activity because I know it's the responsible thing to do and not because I have a "long standing feud" with the asshole.

I think that statement you just made is racist and unreasonable! I don't know of any black folks that speak that way today. Napco does have a "dealer" program of sorts where they will sell direct and "private label" the keypads and provide other incentives. You have to be a high volume Napco user and Napco doesn't make much noise about it to its non dealers.

I fall victim to all sorts of racist jokes at work and other places. The best one that got me was when I asked a buddy about the restaurant discrimination issue and if he'd ever experienced it.
