Your running config and the "show version" output both indicate that there is only one fast-ethernet interface. So, as far the IOS running on that system is concerned, there is only one FE interface and so there is no way you are going to be able to access the "second" one.

Are you sure that there is a second FE port? Note that sometimes a single ethernet port on a router will have two physical ports -- one for a GBIC or SFP connection and another for a RJ45 cable connection. However, only one physical port can be used at one type and that is controlled by the "media-type" interface sub-command in the configuration. I am not familiar with the 3620 enough to know if maybe two such physical interfaces for a single FE port is misleading you into thinking that you have two FE ports.

Look for the network module names on the slot faceplates - for example NM-1FE-TX

Post your findings

The slots in s 3620 are numbered 0 for the right-hand slot and 1 for the left-hand slot.

So with an interface of FastEthenet 1/0, you clearly have a network module in slot 1 - the left-hand slot.

Is there also a network module in slot 0 and if so of what type?

Post the output of the 'sh diag' command.

Get the NM (network Module) name and verify that your current IOS supports that NM. Also verify that your hardware supports the NM

Looks like you may have 2 NM-1FE-TX modules. The one in slot0: shows disabled. Try swapping them around. Also remove the NM in slot 1: and see if the NM in slot 0: is recognized.
