You mean you want to restrict the traffic volume by client. This is possible for some routers, but not many consumer-level ones. I have some vague recollection that you can do it with a Firebrick and possibly with Smoothwall.
can this be done via a managed switch?
Quite possibly. But again ,they're not consumer level kit, and you'd still need a router. So this would be an expensive option. The cheap way to do it for home use is via a linux-based firewall unit.
