After I login to the router by console, I have to use "enable" to switch to enable mode. But when I telnet to that router, after logging in, it put me to enable mode without asking anything.
I believe I miss some commands. Could you please advise ?

In your config under line vty 0 4 is the following command: privelege level

Priv 15 can do everything...
Lower priv levels can do less.
Just remove the command.

Thanks. "privilege" helps me to have what I want. My relating question is why on this router I have to use it while not others ? Is that some default values depending on the IOS version ?

You don't have to use it.
You can just no it out.
The purpose of it is to set the default privilege level of someone who passes the initial authentication on the VTY.
