Comcast is now 6.8 megabits here in Sacramento. I just had to download an updated device driver from ATI, and the download speed clocked in at about 6.8 megabits.

What does ATI, a graphics chip/board designer, have to do with your download speed?

All he's saying is that he downloaded "something" (doesn't really matter what it was) from "somewhere" (doesn't really matter where it was), and got 6.8 Mbps throughput during that download. The "something" happened to be a device driver and the "somewhere" happened to be ati.com. He didn't say ATI had anything to do with his download speed; they just happened to be hosting the file he downloaded.
Aahhh... the ambiguity of human language. :-)
