I'll have a go at this although I have very little experience of L2TP.

L2TP - note "L2", allows the transmission of L2 frames across L3 networks.

The port that has the xconnect command on it is an L2 port. One way of looking at it is that the pair of xconnect configured ports end up being connected by a virtual 'wire'. You cannot put an IP address on a wire?!?! This is why the router is rejecting your configuration attempts. It makes no sense:)

A typical application is for a service provider to provide a customer with an apparent ethernet 'wire' between say New York and Tokyo. The traffic being carried over the provider's L3 network.

Maybe if you explain a bit more about what you are trying to do someone could help.
