Can someone give me a source/vendor for manuals for an AT&T/Lucent/AVAYA Partner Plus Model #103B8 phone switch, and the same for the Partner Mail VS R4.1 module?

You definitely want to go to the source (Avaya) and download it from their website (below)

Sorry for the ugly URL. In case it does not go through, just go to avaya.com, then go support->communication systems->Partner->Partner Plus
Same goes for the VM manual, which you can find under support->messaging->partner mail VS->R4
