OK so the Fire alarm experts wont hang there own panel at my wifes church now the electrician wont wire the 120 vac to it becuse he has to get a permit and afraid everything the electrical inspector will find wrong when they show up at the church which also means the fire alarm experts also have not filed for there permits as well.
it just keeps getting funnier and pathetic and this is one of the big guys.

Maybe the janitor should file the permit & plans?!
All he needs to do is spend about two hours on the phone with "you-know-who"... :-)
And every AHJ is the same so it should be a no-brainer.

Perhaps so. I've seen a few professional installations that were trash. Maybe the janitor would have done a better job.
Alarm installation... It's so easy a cave man could do it. :^)
