How do typical alarm panels DETECT that the phone line that is routed through them is be unavailable/inoperative? Do they periodically sample or continuously measure/detect? What do they measure?

I am certain someone would answer your question if you gave a little more detail like who are you and why do you want to know. There are, as a practical matter many different forms of alarm transmission via "phone lines".
They measure the bad vibes given off by shitbag criminals, which are transmitted to the panel through the phone line.
That's the NSA Mk-II, we use that one a lot.
