Just about anything should fit your needs. If it were me, I'd look for deals and check the reviews for each of the sale items.
there are almost no devices that are actual firewalls for less than $100, but there are MANY NAT Routers with "firewall like" features.
Netgear, D-Link, Linksys....
Avoid Belkin, Hawking, and other no-name brands.
WRT54GL (L important) + tomato, dd-wrt, or openwrt firmware newegg.com
Get an old machine and put Ipcop on it.
