How can I at Cisco Router on "non-Enable mode (router >)" can display Show Run or Show Interface??

You'd have to change the security level associated with those commands.
Allowing "show run" without further authentication would usually be considered a security mistake, since show run can reveal passwords that the person executing the command might not already have known.
