SDM Install Error

1721 IOS 12.3(10) updated from IS 12.2 I've reset the router to factory defaults and am trying to install SDM ver 2.2a. I've ran the "username cisco privilege 15 secret 0 cisco" command and given it a static IP on my local network but when I try to install SDM I get the error saying either IP address or the Username/Password is wrong along with could be block by a firewall. I've done the SDM install on several other routers without any problems. I admit that I'm at a loss as to what to do next.

Anyone work through this before?
