Problems with Cisco VPN Client 4.60 on windows XP 4H

Did complete uninstalls and reinstalls of the VPN client. I'm getting the oddest message

Error 51: IP socket allocation failed with error - 4h.

Anybody ever seen this. I'm getting no hits.
