All I have just created a NEW vlan 6509 with MSFC
I I created the interface just like the previous vlan inter face in MSFC no shut
Vlan72 167.186.72.1 YES manual down down
went to switch and allowed VLANS
Any ideas???

Check that you have an active access port in that VLAN.
The VLAN interface will be in the status "down" until there's another interface that forwards on that VLAN. - any interface will do - access port or trunk port.
