I believe you need a CCO login to use the tool; I'm not sure if you need a support contract.
You could buy the IOS naming convention book. Or you can read it on CCO "cisco ios naming convention" or something close to it.

I think that you need a support contract too since this tool is related to downloading images (you can actually start download directly from the tool). I do not belive there are two versions: one for guests and one for those with support contract. But anyway, we don't really know if OP has support contract or not...
No, you don't need a contract to use it. Just an account.
Of course, you won't be able to download anything without a contract.
