How to debug this ping response ???

i got such a ping response at one site.. and i m getting low success rate as i increase number of ping packets that is for 300 it is 98% and for 400 it is 97% so wht could be the reson????

I've seen these patterned type pings before and they've always been layer 2 type mismatches. You could ping with different patterns (0x000, 0x5555, etc...) and see which ones go thru.
