Anyone know if it is possible to enable extension mobility over an intercluster trunk?

I don't believe so. EM is limited to a within a single CallManager cluster (not sure if this changes with CCM 5.x).
Don't forget that if your Publisher is down, then EM won't work (EM needs to make changes to the CCM database).
