cisco callmanager express problem with auto-answer

hello,

i have an ccm and a ccm express running. its a testing environmet.

when i call a number which is not available, i can hear the auto-answer from the ccm that told me that the number must be wrong. but when the ccm is down and only the ccm express is running the auto-answer does not work. the phone told me that the line is busy, and not that the number is wrong. how can i config the ccm express that this feature will work?
