Yes, this is the case. While technically in the ETSI domain, wi-fi in France is limited to the 4 channels you've mentioned. Source is at

Dear Newsgroup,
I own a wireless adapter card Netgear WG511v2, which I use with my laptop (Windows XP). It is configured for France.
Why will this card only connect to channels 10,11,12,13?
Is this supposed to be the case?
