ISDN Wont Accept and Transfer PSTN Calls To CCM "bad bearercap" (AS5350-CCM)

AS5350 Version 12.3(11)T2

I want to Transfer Calls From ISDN to CCM , The transfer call from PSTN to CCM doesn't work. When I try I have a busy line.

I try this command on interface Serial3/0:15 "isdn incoming-voice Voice", but "voice" done % Invalid input detected

debug isdn error is ON. debug isdn event is ON. debug isdn q931 is ON. (filter is OFF) debug isdn silent errors is ON.
