Cisco 804 ISDN and POTS phone busy - newbie

Greetings, I am trying to get the pots phone connected in port 1 to be able to call out when I pick it up. Right now it can only do that if the ISDN line is not being used. I think I have it set up to bump a data channel. Right now with one data channel being used I get a busy signal. I think it should open up the other channel when I pick up the phone and give me a dial tone. I get blank air for about 3 seconds and then a busy signal. I searched the newsgroups from Google and tried all of the suggestions. I am willing to erase everything and start the config all over if I have to. I've done this 3 times so far. I have also searched the Cisco website to see if there is anything I can try. Some of the information is for IOS 12.3 and higher and the options are not available to me, such as directing an incoming call to any port not in use. Here is a copy of my show run listing. I hope I didn't leave in too much informaion like one person who left their username, password, and ISP phone number. It was suggested that he change them as soon as possible. Apparantly the IOS version I have (12.1) doesn't properly support the isdn voice-priority option. Now to figure out how to get an update. :-/
