Detecting Hangup

Hello, I am working on an electronic circuit that needs to be able to detect when the other party hangs up, so it can disconnect from the line. I have asked this in the electronic forums and they say there is no universal signal that tells that the other end has hung-up. I have my doubts, since my answering machine stops recording on its cassette immediately after the party hangs up. How is that done?

The voltage between the conductors that carry the line goes back to 48V, which is easy to detect.
