Does anyone know of any software monitoring services like nagios that would be able to monitor a pbx maybe make an outbound call every 10 minutes or so to an external number to make sure that the PRI Circuits are up and that the PBX is up and processing calls. ?

Do you have a vendor that uses a SEB modem (Teltronics)? You could set the alarms to call if you have a PRI erro at any time. If you don't have a vendor that offers that then find a Smart modem that would call a beeper.
