I need to test some network software that will use P2P ports and would like to test the most used personal Firewalls without loosing too many resources on the non used ones.

When I said "subjective," I meant that opinions were way too subjective.
Each company claims (with documentation) that they're the best.
The results from magazine reviews vary.
Users have their favorites and claim *they're* the best.
Many posters in this newsgroup will tell you that software firewalls are worthless.
The list goes on and on.

YOur question is underdetermined. What operating system? Running Windows, OSX, BSD, AmigaDos, or Linux? And what is the purpose-- protecting a top security site with 10,000 computers, or your desktop with Aunt Edna's recipies?
On Mac OS X desktops, virtually everyone uses ipfw, since that's what comes installed by default and it's a good one. (Most people don't access ipfw directly though, and instead make use of the GUI in the Sharing preference panel. But that just talks to ipfw under the hood.)
