Unity Express "Call Redirect" not detecting busy signal?

I am writing a help desk Call Manager script with the CUE editor. I want the system to attempt to transfer to the helpdesk extension, but if busy, keep the caller on the line for 60 sec and try again. I have this portion set up as following:

Call Redirect (contact: --Triggering Contract--, extension: helpdeskextension)

--Successful

------End

--Busy

------Play Prompt (contact: --Triggering Contact--, extension: helpdeskextension)

------Delay 60 sec

------Increment transferAttempts

------Goto attemptTransfer

"helpdeskextension" is set to our hunt group for the help desk. When all the phones are off hook, I clearly get a busy tone and "Busy" on the display when I dial it from a normal phone. However, when the script runs it does not acknowledge the busy signal and just hangs up. Any idea what's going on here?
