TCP is rich, she has many windows.
I have never heard of the offered TCP Receive Window size being affected by any intermediate device on a network. Both end nodes NEED to offer the scaling option in the TCP SYN packets that initiate the session.
Please give more details of your test configuration, your tests and your test results.
The best way to make progress with this is to get say Ethereal and to look at the packets.
It seems that the program itself has to support RFC1323 - TCP scaling :(
