I'm having a difficult time locating information as to why Runts are imcrementing on a serial interface (t1).
Can someone help me out?

and same for router at other end of T1 circuit

It is better for you to post to the newsgroup as your chances of getting a solution as far greater..
There was a post sometime ago where a person was having problems with interface resets.
In the show interface ouput, the runts counter was non-zero which one rarely ever sees.
In the case the OP's problem was with a faulty WIC at far end
