I'm looking to establish a PPPoE virtual template on a 7206 vxr that supports ipv6 and ipv6 prevfix delegation. has any one seen such a beast?

Take a look at the Cisco doc "Dynamic Host Configuration Protocol for IPv6"

It has an example of virtual template for IPv6 PD delegation for PPPOE
