Yes, processing of SNMP is a function of IOS.

Different feature sets support different MIBs. Sometimes IOS updates within the same feature set change or add MIBs.

We can't tell you whether updating would get you any new MIBs because you omitted indicating what your current IOS version is and what your target IOS version would be. Not every IOS update adds MIBs.

According to the Cisco tools, the following MIBs have been added between the oldest and newest IOS release for the base IP/FW/3DES feature set:

BRIDGE-MIB (v1 only!) CISCO-CDP-MIB CISCO-CLASS-BASED-QOS-MIB CISCO-CONFIG-MAN-MIB CISCO-IF-EXTENSION-MIB CISCO-MVPN-MIB CISCO-NETFLOW-MIB CISCO-PROCESS-MIB CISCO-SNMP-TARGET-EXT-MIB NOTIFICATION-LOG-MIB Q-BRIDGE-MIB

removed CISCO-PRODUCTS-MIB removed SNMP-FRAMEWORK-MIB removed SNMPv2-MIB (!! The tables are probably wrong again.)
