How can I use a PCs MAC address to allow a firewall to grant access to our network? I want to grant access to a vendor using only his PCs MAC address because his IP address keeps changing.
You can't. MAC addresses are only local to the subnet (catanet). So the user's PC MAC address will never be seen by your FW unless he connects his PC directly to your FW.
