which feature set and minimum IOS level is required so i can use this box for a LAN to LAN vpn????

12.1T with the IPSec feature set. Note that DES is the best you'll get on the 2500 (while there were some test releases for 3DES, its not publicly available). The CPU is just so slow on these boxes, and there is no ASIC hardware to help accelerate this function.
