Cisco VPN Client SaveUserPassword

I am using Cisco VPN Client (version 4.6) and connecting through the CLI (windows xp) to an IOS router. Sometimes the profile seems to get locked and I can no longer connect. I noticed that in the .pcf profile, the SaveUserPassword is set to '2'. I've looked on Cisco documentation and they only document values '0' or '1' for this parameter.

Does anyone know what SaveUserPassword=2 indicates, and how it is generated when using the CLI?
