Cisco 575 and 2950 LRE troubles

I have some apartments blocks, with about 1km of cooper cable (26 pairs, section 0.6mm2, and shielded...but I think that this shield is not connected to anyplace).

I decided install Cisco 2950 LRE (IOS 12.1(22)EA1), and Cisco 575 for clients, without use voice port, because we use ToIP, and then without splitters, only for data transfer.

I have four 2950LRE, and I cant connect more than one port for each switch. I tried all sequences, now is global LRE-SEC-COMPLETE-REACH for "scan" all profiles.

I have seen some parameters, for connected and no connected ports, but I dont understand how is possible to have an SNR 37, and in the adjacent apartment SNR 0.. ( ground power ?, third pairs cable in the wall to CPE port - I am using 2 pairs cable?, insufficient power for all ports from switch ?...

That sounds more like an 857 or 877 than 575. There isn't any

575 model, the 5xx series are PIX firewalls. The 857 and 877 would be IOS routers with ADSL interfaces.
