I have a Cisco 3640 12.4 IOS with 4 T1 interfaces that tie to AT&T for Internet connectivity. They are load balanced with CEF. Is there anyway to get the router to email me whenever one of the T1's drops briefly?

No, cisco has always pushed that sort of function to a network management software package via SNMP.
One of the free packages that can do that would be Nagios.
And/or syslog.
