Please post the sh ver and sh diag .sh diag should tell you what you have on the router.

I tried doing this several months ago and it would not let me use the MFT cards in the VWIC slots in data mode. I ended up using a 2600 series router to support all the interfaces I needed.

Are both cards the same (model, version)? Maybe the second needs it's card-type set before the interfaces show up.
