Call Manager Express/C2800nm phone issue

I have a strange issue with CME 2.3 and a C2800nm

When certain users are called, multiple phones will ring. This is only affecting 3 users where any of them getting a call will cause the other 2 phones to ring. The only way around this was to delete these users from the programmable "Phone Line Button" section in the "Phone Configuration" screen within CME. If I add the users back to the phone buttons than this problem returns.

There are no hunt groups I can see. Also, I noticed that if the users own extension was not listed in Phone Button #1 than the phone would not work. I thought the Phone Line Buttons are just like speed dial so I'm clueless as why it has an effect like this.
