wonder if there is a testing site that will work with an iPad, which doesn't have either Java or Flash - since most of these test sites use one or the other...

most sites that check speed redirect to a mobile version of the website that doesn't use java or flash.
or you can get an app that does it. there are several such apps. i think speedtest.net's web site tells you to use the app instead of their site.
yup - downloaded the Speedtest.net app - works fine on our new iPad mini

I ended up doing the test after installing new cable box, with phone and all, from comcast. I wanted to do it before and after. After getting up to
