I have switched between the two of them a number of times. I always tell them that I switch back and forth and ask them to confirm that I am eligible before making any switch.

No, they did not say anything about new customers only. They never have any of the times I switched.

And if they did not consider me eligible for this, they should have either told me immediately or called me to discuss their mistake before sending me a bill instead of just sending it to me without the savings I was promised.
