My house is wired this way (it's my doing), so that I can use outlets that were wired to either of the 2 original lines. We used to have line 1 on red and green and line 2 on yellow and black. Now yellow and black are tied to red and green respectively, coming out of the network interface box. Coming into it, red and green go to the house wiring, and yellow and black are disconnected.
