after checking my connections my 6160 keypad still reads open ckt with nothing hooked up except the keypad and power to the board. i made sure that the keypad address is at 16. what else could be wrong

Have you checked the continuity of the wires to the keypad?
back to basics
try a different wire (sounds weird but I have had wire right off the spool have a break inside) - eliminate the run to the keypad; bring the keypad right over to the panel.
check voltage from xfmr
check voltage at keypad terminals
try a different keypad
It's dead, bury it and move on
