I have a Linksys BEFSR router. Is there an application that will selectively block ports or MAC address over defined time windows?
This is to help control WWW access to kids PC after hours vs manually pulling the plug.
any thoughts?

Not for the router, no. For that, you'll need to install parental control softer on the computer.
There are other routers that claim they offer some parental control, but they are not quite there yet ...

other than that you need to install parental control software. most have the feature you require..
