If you have DSL or Cable then a cheap NAT router will do for your system, and it means you don't have to install anything.
Try the Linksys BEFSR41, BEFSX41, D-Link DFL-700, etc....
You don't need a firewall for Windows 98. Make sure file and printer sharing isn't installed and stay away from IE/OE and you'll be fine.
And since Windows 98 went out of support this June you *should* upgrade your OS.

Usually you don't need one. Windows 98 does not offer network services on the WAN connection in the default configuration, so there is no need to filter anything.
Just make sure, that there is no File- and Printersharing bound to your WAN connection, and usually that's it.
