A firewall is a connection point between two security zones, where you're controlling what's allowed to communicate between hosts in the two zones.

Many companies route traffic between branch offices to the main office, each office has a firewall. In the case of web access, it's often a good idea to not allow branch offices direct access to the net, pushing all traffic through a VPN tunnel or a leased line, and they browse the web through the main offices connection (passed back to their location).

So, every office has it's own firewall, but, as in typical settings, the branch offices have no outbound access from THEIR internet connection.
