I've seen notation such as 127.0.0.0/8 but don't know what it means. What's the number after the slash?

The number after the slash is the number of 1-bits that make up the netmask.
In your example, the netmask for 127.0.0.0/8 is
11111111.00000000.00000000.00000000 (255.0.0.0)HTH
