VWIC-1MFT-T1 on PRI?

I'm in the highly enviable position of being a Cisco guru for a couple of days about every two to three years. I've had pretty good luck until I got hit upside the head with this... Now I'm ready to pull my hair out. We are trying to configure dial-backup to several branch offices with BRI lines. The local phone company has specified a VWIC-1MFT-T1 and an ISDN PRI for the main office. We've read every bit of relevant Cisco documentation that we can locate but can't seem to get anywhere. With the config below, the telco can't even loop us. We are running a 3745 with the VWIC in W0. Are we on the right track? Can this card actually do what we want it to do? (terminate calls from multiple BRI lines simultaneously) Any thoughts, comments, or pointers to information would be greatly appreciated. Thanks!
