In the ACS server administration webpage there is an option to allow users to change their passwords on the devices. It is under the System Configuration option on the left, then under Local Password Management.
On the network authenticating device, enter the username at the username prompt but enter a blank line for the password. The device will then prompt for the old password and request and confirm the new password.
There is also a webpage add-on to the Cisco ACS to allow the users to web browse and change their password.
