does anybody can tell me, how to perform a traffic accounting on a cisco 2950-48 and a cisco 2620XM ?

You can't do IP accounting on a 2950-48. You can do SNMP of interface counters.
A cisco 2620XM can do IP accounting.
int faste 0/0 ip accounting
show ip accounting

I say ditch ip accounting. Just use netflow.
int fa0/0 ip cache flow
show ip cach flow
keep in mind these are "INBOUND ONLY" So it records inbound traffic only.
