Bonding serial leased lines on 2600 router?

We have 2 2mb leased lines presented on x21 serial interfaces. Is it possible to bond these to form one 4mb pipe in some way on a Cisco 2600 router ? 2600 at either end of the lines. Are there possibilities using Cisco Express Forwarding, Policy Based Routing, or maybe even ppp in some configuration ?

Yes to all (sorta). You can use Multi-link PPP to bond the 2Mb leased lines. But depending on your HW, you may have to watch your CPU utilization.

CEF/PBR only comes into play if you want to "play" with how you want the traffic routed across a non-MLPPP bonded links.
