imo for the CCNA, a simulator is fine. For higher I would get hardware.

Which is the best option to practice cisco lab as well as get a good understanding?
Routersim VS Netsim VS Actual Hardware (e.g. 2 routers and 2 switches)?
Which would be the best, 2nd best and 3rd best way?

For "the best" understanding, you need the real thing. You need to see how it reacts when you screw up, not just when you follow the instructions.
